What's 95th percentile mean?

Also known as burstable billing. It is a method to measure and bill for bandwidth usage.

The port we are connected to is snmp queried every five minutes and the incoming and outgoing rate is recorded. At the end of a billing period, the higher of the two rates are kept and the top five percent are thrown out. The average of the remaining values are then used to compute the average bandwidth for the month. If the average is below 512kb, nothing extra is owed. Note that the 95th percentile shown with the monthly graph on the traffic graphs is for the past 30 days, and does not indicate the 95th percentile for the current billing period.
